The Millstadt Library was founded by the Millstadt Civic Club, a federated women's organization, in 1964. In April 1965 an Open House was held in a former one room schoolhouse made available by St. James Church and was renovated by Civic Club members and their husbands. In one year the library had outgrown its facilities and an appeal was made to the Village Board to be included in plans for a proposed Municipal Building. While the first referendum failed another appeal was made and in due time was passed by the voters of Millstadt.
On February 3, 1969 the Millstadt Library occupied the new quarters of the Municipal Building where it is still housed.
